In 1983, Robert Goldberg was elected to the Rhode Island Senate representing South Kingstown, North Kingstown and Exeter. In 1987, he was elected to serve as Senate Minority Leader, and served in that capacity until leaving the Senate. As Senate Minority Leader, Robert Goldberg served on all standing Senate committees.

From 1979-1981, Thomas Goldberg was employed as a staff attorney at the Legal Aid Society. From 1987-1993, he served as legal counsel to the State Fire Board of Appeal and Review.
